The experiment has a long and bumpy history. No one knows how big this effect might be, and the idea that it might account for a big chunk of the warming over the last century is highly controversial.

The short version is that the Carbonazis tried to suppress this experiment, because it posed a threat to their religious doctrine that humans are to blame for all climate shifts. But the experiment is being run and indications are that it confirms cosmic rays significantly influence cloud cover, which in turn significantly influences how much of the sun's heat reaches the Earth's surface.
Secretary of State Hillary Clinton played the usual appeal to fear card in trying to bolster public support for the Afghan War, even as polls show the American public overwhelmingly opposed to continuing the occupation, already in its tenth year. OK, North Korea has made it imminently clear that they will respond to any live-fire South Korean exercises over disputed territories: there is no ambiguity here.
Just as happened when South Korea announced that it was going to hold life fire exercises near disputed waters on the 23rd of November and the North Korean military called them and asked them not to do this, it appears that South Korea will be the aggressor if it doesn't exercise some restraint, and simply move these exercises into an undisputed area.

South Korea, militarily, isn't making a move without the approval of the US, just as North Korea (generally) doesn't make a move militarily without the approval of China. A full military engagement between the two Koreas almost cannot help but to pit China and the US against each other, and this is why the situation is so very dangerous.
